If you are referring to PayPal I had a temporary account, says I maxed out the money transfer amount w/o a bank account (credit card/debit card) though.

All I want is RSGP anyways.

 

Just a tip, make a Canadian paypal (Personal) and you don't need to add a bank account or credit card to receive / send money. Just be sure to get a valid Canadian Zip code and you're fine. Can also fake the name, address, etc.
