F0rbes is a Scammer, I bought an Account for $20 off of him that was Recovered a Couple Days Later. He said he Sell's and Resells Account's and that he Can't Refund Me. He Offered me a Less Then Satisfactory Replacement but that is not what I paid for and he Refuses to Refund Me.

Any Proof Needed I will Post.

He will need you to refund you the full amount. As far as I'm aware, the seller is responsible for the account. Despite the fact that it was recovered (allegedly) by the previous owner, unless you were made explicitly aware (and agreed to take on that risk) that this could probably happen, then he is responsible.

I've PMed him.

EDIT: You'll also need proof that the account was indeed recovered before a refund may be issued.

The Shaded out Parts are the name I gave the Account and Saying that the Account was Stolen so just Delete this Request.

If he's been on Sythe and has been ignoring your PM's, just ban him as a precaution and let him dispute if he has a case for it.
