Yeah it can always be recovered by the original owner, with or without email, with our without recoveries. It won't be safe unless you got extremely lucky and managed to transfer it. Tons of people will have auto clickers set up. You won't even be able to transfer it after a system update at crazy early hours of the morning.

Even if you did magically succeeded, he could report it to jagex as stolen. At which point, they would give the name back to the original account, or the name would be retired from the game. P, G, 9, 6 for examples.
