Seems powerbot has lost as Rarebot already has a bot up and running.

There are around 190 countries in the world, and every of them have their own laws, so i would say that issue can be sorted out quickly.

They wont be.
Java bots are illegal and Jagex can sue them.
Which is the reason why most/all Java bots have stopped development.
Many have already been sued, and the other have stopped due to fear of legal action.
