Leaving in champion selection = count as leave?

I'm just wondering. Some friends of mine have told me that if you leave during champion selection, it'll "count" as a leave (not show up on your match history), and if this leave-count-thingy is too high, you'll get banned for some days. Is that right?

 

I don't think it counts in normal games, you only get penalized if you leave during the game is actually going on. However I know that if you leave during ranked games, your elo drops, I'm not too sure if it counts as an infraction for a leave.

My friends and I both have all dodged many games during champ select, seems that whenever a group of us get in qeue, another friend of ours always logs as soon as we find a match and wants to play with us.

 

It definitely doesn't count as a loss, all you get is a 5 minute or so timer till you can que again and I found a Riot employee state this on the forums:


So in ranked there may be a harsher penatly
