Iphone help?

Hey so I just upgraded from my now lost envy touch. The worker at verizon loaded my contacts and I saw them on my contacts list... I used my phone the rest of the day and out of nowhere my contacts are gone??? So I go to backupassitant and log into my phone number and see that they are all still there so I re-sync my phone and bam contacts back on my phone... But yet again they are gone and now i cant connect to vz contact transfer... Says account configuration error..

/my wi-fi is off

 

Have you configured your IPhone for iCloud, that software saves contacts/images and so on.
