We were trading through paypal, and I refunded him the first time because the ip's were different. He then told me that he lived in the Bahamas so I took the payment, and today it has been chargebacked.

Also look at the time stamps to when the payment was sent, and to when he says he sent the payment, almost exact.

Payments get held for various reasons. I, myself, had one held because it was just a random screening. Please post the results of the charge back (i.e., if you were awarded or he was refunded) in a new spam report.
