I think then games is goes as gift it must be you region language or language for certain "app id" from your region.

I do not want to lie - I have not tried yet, but "the internet says" that game what was gifted must be same as if you bought it from Steam yourself.

Price almoust same as in first message of this thread - middle of RU and US prices. For paypal and cheap prices i can`t do much discounts. And i do not mind where you live - in US or EU to count prices like "if you in EU so price will be as middle of RU and EU prices"
