She threatens to tell the police that her parents beat her if they dont give her whatever she wants, when she stays at her grandparents house she told them if they didn't let her go home she'd tell people they "touched her", and she has actually called child protective services thing and they questioned her whole family... Right now she's in some place for kids who need help until she's better.

Anyways I hope your able to do something about your brother, put him in a mental hospital or something XD

i think this could work this is what you should do
when hes sleeping at night you and your mom duct tape him to his mattress
but make sure you do it fast or else when he wakes up it might not work
so then after hes completely secure you put him in the backyard and just leave him there
and then i guess you can start talking to him or brainwashing him so he'll change.
or maybe you could hire like a fake cop to fake arrest him or something

Take away his source of happiness, for example his XBOX/PS3/Laptop. You could also e-mail Jagex and lock his RS account. If you didn't want to take them away then you can always use the parental controls to set limits. When he starts behaving again you can slowly raise the limits.
