Got scammed, Need someone to track IP address plus more!

Hey guys,
I just got scammed for only about $20 (Giving the person some time to give an explanation, but most likely scammed). I bought an item, paid half with a promise he would ship and i would pay the other half. BUT he now is not responding with tracking number, and i told him either give me tracking or money back OR i will assume he scammed me. SO scamming is scamming and i plan to get him back and ruin his life bla bla bla (Burning hatred for scammers). Regardless of the amount. I have his ISP, CDMA, GS, and Correlation number just from him phone and sythe page. Only thing i need IS ip address and suggestions on what to doo....
