Is Thread Plagiarism Infractable?

Hey guys,

I was just wondering if copying and pasting an entire thread from someone else, to make your own thread, is infractable, or even a just reason for a TwC?

I recently noticed that the user "paperguy18" made a questing thread, that was originally VERY similar to mine (you could tell it was copy->pasted, with a few changes here and there).

I made a post and confronted him about it, and an hour later he saw this and edited his thread. The thread, even though now edited, is still obviously stolen from mine, if you would like to look:

I suspect that he has done this to seem "trustworthy", as he claims he is (even though someone has claimed he scammed them).

MAIN QUESTION:
Is thread plagiarism infractable, or does that part of the rules only regard guides and GFX.

Also, do you think that paperguy18 should receive a TwC?

You cannot get a TWC for copying someone's thread, but in some cases you can get infracted for copying someone's work.

 

You're allowed to copy somebody's layout.

 

I really don't see a problem with it as long as they are not impersonating you.

 

You're not the first person to offer a free quest service. If someone seems sketchy, though, obviously you should do something to notify people!
