Its not banned but locked :s
And i dont know the recovery questions because i buyed the account and the owner doesnt answer =S

 

You could have been scammed.

Locked account means that the original owner recovered, immediately report the person who sold you this account

Other-wise, you're scammed, sorry.

The only thing you can do as of right now basically is keep trying to recover it, hopefully it'll work out,
In the mean time, you should report the person you bought the account from.

Then you were scammed and the seller tried recovering it, theres no chance you'll get it back

It means that's it your scammed if its locked , try recovering it and fill a scam report on the person that sold you the account

jagex locks your account when they think that the account got hacked. you'll have to unlock it by filling in everything you know about the account but there's a chance that you're not getting it back.

 

If you did get scammed and paid by paypal.. simply say that you unauthorized payment. 99% you will win for that.

 

No God buying an acc is illegal i think so it wont work?

 

It's probably for hijacking. File a dispute and hope for the best.

I don't see how you were scammed, because why would the account be locked? Usually just the password would be changed. Odd.

 

It is not illegal in terms of laws...It is a bannable offense in RUNESCAPE but not in real life, laws don't carry on from runescape into the real world usually...bahaha.
