Not sure what legitimately change my account means but can I get those 2 accounts off my Ip and then make my new one?

 

'Legitimately changing your account' simply means abandoning an old account to create a new one. (As opposed to ban evading, which is creating a new account after a previous account has been banned.)

Neither account on that IP is banned, so if you're trying to create a new account, just use a proxy. However, the IP match shouldn't prevent you from posting from that IP - it only prevents you from registering a new account under it.
