You could try and upgrade your graphics drivers, but aside from that, there are no programs that will just magically allow your computer to run Runescape in max settings. It's mostly down to your hardware i'm afraid.

A GPU is a graphics processing unit, also known as a graphics card or gfx card. It's a device inside your computer which generates the graphics you see on the screen, a more powerful GPU will lead to better graphics generated. Normally the ones provided with prebuilt PC's are weak, and in many cases some do not have a separate GPU, but rather a unit which is integrated into the motherboard or CPU.

Runescape needs more cpu/ram than gpu actually..

If you can already run it on max settings, it probably can't look much better without spending some cash on a new graphics card.

Get a better CPU and GPU, hardly anything to do with software.

You don't need too much power to run Runescape at max settings.

Taking a closer look at OP, it seems that he can run the game on max settings and wants to go beyond so he wants to know how to increase the quality of the textures I assume. Well, there is no way to do this other than cranking up the AA settings in your GPU's drivers but the effect won't be too big.

And yes, due to Java, Runescape is pretty CPU-dependant. I'm running Runescape on max settings with my hd6950 crossfire and my GPU usage is at 2%. CPU-usage is 9%
