Remove the ability to make lowball offers (s/b)

I've seen these cute excuses for a rise in postcount throughout the Runescape marketplace, and I've no doubt this happens in all market sections.

Remove the ability to post pathetic offers on goods that clearly have a much higher value. These ''s/b'' offers should be reportable, and infractable at the discretion of a moderator (repeated offenses).

yer ill support you all of the nerds using low ball offers to get their post count up i just consider it as a bump and report them but i think it shuld be an infraction
