Can charms be used for summoning outside of the dungeons?

 

no, they're only used for having a second stack of charms in your bank and inventory.

 

What items could you use outside the dungeon, could you get banned for this? etc?

 

you can weild staffs outside of dungeon and thats mostley it, armour and weapons are for just looks in you bank. Runes, charms, and coins make a second stack in your bank.
