In some countries you can cashout by being atleast 16. You do not neet to have the account, unless you want to pay via Credit Card. You can just go to Bank, Post Office, Shop and send the money. When you send/receive the money you need to provide the MTCN code (it is always provided to seller) and your Photo ID, Driver's Licence. And no, there are no account limitations. The account is used to send the money only.
