You violated three Jagex rules:


Rule 12 Real World Trading. You offered to RWT 1 million through BH.

Rule 9: Encouraging others to break rules. You offered them 1 million through BH, which would mean they'd have to break the rules to collect it.

Rule 2: Item scamming. You deceived them into ruining their Pures with the bogus promise of financial reward. Jagex includes most kinds of deception under Rule 2, much the same as they put auto-talkers, asking for a bf or gf, etc. under Rule 1.

You deserved to be banned. Live with it.

 

You are not allowed to give money to people, and you offered 1 million gp. And he agreed, thus you encouraged him to break the rule.
