    Ok, I am wanting to open a website up like Sythe/Powerbot (forum style)
    But it will feature other games for ps4/pc/xbox one and so on.....

    (Needed)

    - Domain
    - Cloud Flare
    - Hosting
    - IPS Forum

    Any suggestions on a host? and should I buy ips cloud hosting?

    I would recommend buying it off someone like RawHost. My friend @Seraphic has used them and he has not had a single issue with them whatsoever. I am personally going to use them for my website also.
