Very annoying problem

i need help with a lil account problem i'm having, its really odd & quite fcked up at the same time......

ok, the story is i stopped playing runescape about 2-3 years ago. i stopped playing when my account was somewhere around level 71, about 2 weeks ago i tried to log in again after watching a few youtube vids (felt inspired to give it another chance) and my password didn't work, so i recovered it thinking i just forgot what it actually was. To my disbelief my character is level 102. i never got into the "dark side" of runescape (selling in-game items, account, gold, ect) and i was the only person to my knowledge that knew my account information. this is just speculation but someone at some point hacked my account and is either using it or sold it to someone. and that's a problem, someone thinks that my account is rightfully there's & every time i recover the account in a day or 2 he recovers it back, even after i have re-set the accounts recovery question/e-mail.

how can i get the account in my complete control again? i want to add members to it to start playing again but with it getting stolen every 2 days..... i just dont see it worth it. i know starting over is an option but i dont wanna leave all that work to die.
