Thread Lock?

I reported this guy about a week or two ago for ripping pictures, I keep telling people over and over that they are not his, but yet they keep saying nice pic etc. for post count. I proved on more than one occasion that they were not his pictures, and I believe the thread should be blocked to prevent noobs from randomly posting for post count.
