   It seems like.. even if the account isn't temp. banned anymore (I don't know if it is), he was ban evading at some point, therefore, would deserve the permanent ban.

   I can't tell what the temp ban was for anymore; if it was an infraction ban, then he's fine, the second account was registered within a day of the ban's expiration.
