if you mean a summon NPC that trade's pouches for shards.. there's the dude south of yanille on the edge of the ogre city.

There's an NPC that will buy any item for it's low alch price, but that's the closest you'll get to one that will buy talismans.

Why not sell water talismans in the GE? There's a high demand for them, as they are used to make Geyser Titans.
