Spam reporting help!

so i went to report a spammer thing so that i could report some guy was spamming but i got this message.

daminator666, you do not have permission to access this page. This could be due to one of several reasons:

"Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."

I wanted to know why? what can i do to change this or is this a mistake?

Only staff has access to the Report a Spammer section, but anyone can view the Report a Spammer [Archive] section.

Just use the red triangle on the top right corner of the post to report.
