So WTF is this?

I've been seeing it on some users posts, its near where the edit button would be



There seems to be two different version, the above is the nextgen version, this one is the other version:



(I still don't understand why some users have the nextgen one and others don't. I'm using style ID 2 if it matters)

I always though it was a "User received an infraction for this post" but a lot of the posts I'm seeing with these are in no way infraction worthy.

So what does it mean?

 

It's a troll. Some people use the NextGen version while some use the OldGen.
