Blizz has an auto-TP out of unfinished zones.

You can view Hyjal on a private server however. It's not much different than the CoT instance minus NPCs. I think that the terrain was textured and completed before WoW was finished but it was later decided not to include the zone (you can see stuff like Archimonde's bones around the World Tree).
