In order for me to purchase this for $15 on paypal do i have to link a debit or credit card to my paypal?

 

I don't think so.. If you have at least $15 paypal balance at least.

 

Because whenever i try to purchase it, and log into paypal it goes straight to enter my credit card/debit card info

 

I bought mine off paypal without one connected so you shouldnt have a problem
I think paypal just wants you to connect one but you dont have to

If your paypal is registered in the USA, you will need to connect a card regardless of whether you have $15 in your balance.
