    I just saw Captain America 2 and thought Sivir should have captain america skin because of her shield. Just like Ryze has uncle sam :p, this would be cool

    I'm pretty sure I saw before that it takes around 9 months for them to fully develop a skin, so I doubt they would want to do all the skin concept they see.

    They could make it similar, but obviously not use the name/logos. Just look at Toxic Dr. Mundo. It's just the Hulk basically.

    Anyway, they really don't take player submission for skins seriously. Players have made everything, EVERYTHING for a skin. The in-game sprites and all, including splash art. They would literally have to do nothing but upload them to the files for the next patch, they just don't do it.
