server errors

im having a problem with my server. i can connect to it as i own it and run it from my computer but my friend is on the same ip as me and cant connect from his computer. Ive put the server ip as my no-ip i set up and sent it to him and set mine back to local host and he still cant connect. does anyone know how i can resolve this or what im doing wrong
