Sending Money On PayPal.

Out of curiosity, My Old PayPal account that is connected to no Cards, etc Which I used to deal with Gold Sales is now saying that I cannot send money until I "Add Funds" regardless of how much is in the account.

Does this mean I now have to add my bank details and card details on to a PayPal account to do absolutely anything at all?

Any help is appreciated.

Nope, its not in negative balance, nor does it have no balance, it has $140 of balance at the moment, won't let me send $1.

And it isn't limited.

 

Im guessing PayPal has blocked you sending payments, try contacting them and ask why you cannot send a payment.
