How do you get it to show your combat level? Like instead of having it show your skill level

I think it is available when you're not in combat.

 

This isn't the case because I'm currently at G.E and noone is in combat obviously and there are cases of the two.

@OP not sure of how you do this, but i'd be interested to know too. Might do some research in to it and get back to you

EDIT: Didn't take long. here is what you're looking for:
right-click top-right corner of action bar, toggle combat stance.
OR Alternatively you can press the " * " key on top of your numpad

 

If you unsheathe your weapon, your combat level shows. If your weapon is sheathed, your skill level shows.

 

Top right of your action bar, right click the minus (-) symbol and click 'toggle sheathe'. If your weapons are sheathed (on your back) skill level shows and if your weapons are unsheathed combat level shows.

 

Toggle sheathe, and your combat level will be showing. I think most people prefer their skill level showing, but if you're a skiller noob, then it's different.

 

In the top right corner of the action bar there is the minimize button to minimize the action bar, right click it and then click "toggle-sheathe"
