Do we have the rights to set borders and try to control who crosses them?
    No. No one owns it.

Do we have the right to Deport those who do make it across our borders?

If their initial intentions are to stir up violence, then yes.
Is it right for us to try to control immigration and peoples free will to live a better life?
    No.

Communications: Yes but there are only a handfull of privately owned satellites, the vast majority are government owned. This was probably a terrible example for me to use as communications are mostly privatised. It does lead to a good point though. If we had no government where would we get the money to sink into researching and developing new technologies?

Electricity: It may be, but it would come from a government owned power station, and be transmitted over government owned transmission lines.

Justice: Judge Judy is an official, and hence government judge.

Emergency services: Those volunteer fire departments are using government equipment, if your thinking that they could buy their own, there are many towns out there that are too poor to buy such equipment. Private hospitals may be 'better', but they are far more expensive, if a society were to have privatised hospitals and no health care system (I know America's is pretty shit which may lead to comments such as "whats the point of having a health care system if its no good?" but there are countries out there which have made it work) there would be many individuals in society who could not afford any medical assistance.
