Req Assistance Update

I quit for a couple of months, got myself a little more updated with the updates I've missed, and I have a question about the req. assistance update. Does that mean that, say I were to start a quest, and I don't have a high enough skill in mining, would that mean I could use req. assistance, and finish the quest?

Please no flaming, I just got back (and did read the updates).

the person who you assist from cannot move from the area they are in so you can only get assist for like 2 minutes before they self log because if they move than the assist will be canceled and you will have to get assist again
