I'm wondering if it's possible to transfer anything from a level 3 account to any other account in F2P.
If so, how? I can't seem to figure out how lol.

i think partyroom is your best bet unless you make it a member and do dragonstone.

 

How can you do it in party room without like 500 people coming? Because the bankers says when there's a drop.

Actually, you're wrong.

A friend of mine transferred 5m from a lvl 3 skiller to a lvl 45-50ish.

Succesful, survived pen, etc.

 

Fool. You can transfer from a level 3 account quite easily, transferring to a level 3, is almost impossible.

On the other hand, other methods are:

Party room: you can transfer rune plates with only a 10 second count down therefore you don't get hundreds of people coming along (but you have to burst all balloons before you can redrop them or you have to world hop after each plate.

D stone method: as long as you are a member you can transfer upto 12mil everyday (assuming you can get on 24hrs a day) by using 40 uncut d stones (not 50 as it used to be) and just make sure you don't attack monsters.
D stone method you can transfer 2mil/ 4hrs and whilst you are waiting you can do some party room things.

When did I ever say anything about transferring TO a Level 3?

Look at my post again and then you'll see what I said:

What I was doing was disagreeing with goldboy, because it is not dumb to use a Level 3 in BH to rwt, it's just more risky.

I never said anything about the Level 3 being the account receiving the money and surviving the pen.

i find that extremly hard to believe, unless your friend can get into a secret bh world with no one there i say hes lieng. You would get attacked by people just because of your level, not to mention you can only bring what you can wear which means best thing he could bring in it like gold robes or etc which would make his skull very high making him get piled or assigned by some one, and if he brought runes or str ammy (t) stuff like that he would get piled, and he didnt bring nothing worth that much that means he would be doing like 5k worth of things having to die/transfer like 100 times to get over 5mill.

 

These the least risky out of all of your options. Get members for the dragonstone method in my opinion.
