Question about scamming.

What I been wondering is, if I send someone money over Western Union for a Runescape account and I get scammed somehow, is there any possible way to push legal actions toward them, like filing fraud or something? I heard you can go to the police about it and get them screwed up, but other people say they can't do anything? So someone care to help me out, just curious.​

 

It is the same thing as you open a restaurant. Someone comes in to eat without paying. The person does not have a single penny in pocket. You give the person to the police. The police finds out the person is homeless, no money at all. What else can you or the police do?

Its extremely hard to prove anything with western union which is way paypal is so popular as it protects buyers and sellers.... but when it comes to online gaming its hard to prove anything.
