PvP doesn't flag ! help!

My server has one problem. As a pvp realm, it doesn't flag in any opposite faction territory. In fact, if you /pvp or manually enable it, it says "you are now flagged for pvp" blah. Well nothing happens on your screen and players are still in their normal state. can anyone please help me? :'(
