As long as they dont put in the reward table (such as PvP), I think it'll all still be possible, assumng they also dont increase the penalty timer.

 

they have already nurfed bounty hunter kind of as the higher skull you have the more people you have hunting you.. as i found out last night while trying to transfer 4m..had at least 5 people attacking me

 

A long time ago I had about 10 on me. It's rather simple. They just have to be targets of yours, or vice versa, and also they can let people on.
