    Personal Runescape Server?
    Is it possible to create an offline Runescape client that i can put on a flash drive and take with me? Basically making it a single player game?

    Sure. You can use both the server and client on your computer. Don't pay anyone to set it up for you, as they are literally so easy to do. I won't advertise any sites, but simply search for "RSPS Client/Source" and you'll find a download. They are fairly simple to set up as long as you stay with the direct IP (127.0.0.1)
