Pernament Ban

I wasn't ban evading just needed to pay the people back who were scammed on my old account. Most of them weren't responding but I had added a few on MSN and am still trying to get it sorted out. I have not spammed or done anything wrong when I've come back and juts wan to be a part of the community. I guess i was retarded for still making an account despite that duplicate account rule, but if I have proof that I payed the people back could I get my original account unbanned.
