    I believe you can call Paypal, Have you tried this?

    Also see if you can open a dispute.

    How did all of this happen?

    I was refunding someones money back, He didn't send as GIFT. I then forgot to click on USD which went to AUS, which didn't reach my balance, so it automatically went from my bank card.
