You can send and recive money to any other Paypal, however if you plan on making a Payment to a site, many of them only accept verified PayPals. It normally will say at the bottom of their site if they only accept verified.
That's correct, if you have say a Canadian or Australian account you can send and receive without getting verified but most online sites need verified PayPal.

make a UK paypal and you can us it on any US site anyway even if unverified unless stated for verified only
