does your paypal account need to be verified to send money?

    Paypal question

If you create your Paypal account under a Canadian address, it give you a minimal sending and receiving limit without any additional verification. If you select 'USA' at registration, it will require you to add a bank account before being able to send money.

Be aware when sending large amounts of money though. Paypal frequently limits unverified accounts for suspicious activity.
