Paypal-Need to refund.

Basicly, I made a new paypal account last night so I could receive a payment of $15.99 for a vps.
The paypal was limited as soon as I tried sending the money for it.
Now I need to refund the payment to the buyer so I can have it sent the my mums paypal account although there isn't a refund button like there would normally be.
So I was wondering if he disputed the transaction would I have the option to refund his payment?
I can't remove the limits because my last account was closed for me being under the age of 18, im currently 17.

 

I bought the gold From OneBigPackage, Wondering what our next Move should be. Need Feed Back ASAP. I Do not want to get my account Limited, Maybe they might track Back and say that i helped him get his funds which may lead to Limit or problems.

 

Well, if the PayPal account was not limited, he would be able to refund you. There is a button to refund right next to the transaction details at the bottom of the page.

Sadly, he cannot do this if his account has a limitation on it. If you would like to life the limitation, and you have an unverified PayPal account, the only thing you can do is Add your Banking Account, and or Credit/Debit card onto the account.

 

My bank account is blacklisted because I was in negative balance and paypal tried to take the money out of my debit account but the bank rejected the payments because I was already overdrawn. So I guess the money is stuck in that account?
