    Ok, I have a paypal account but I'm not verified. When I look at my limit it says "Spending Limit: $0." I have not used paypal before but does this mean that I cannot send money to anyone without being verified?

    Yup, only way to send money is to get verified, or create another PayPal account from different country such as Australia, Canada, etc... where you don't need to be verified to send payments to other users.

    Even though I live in the US, can I still make a paypal saying I live in Canada or something? Like is there anyway they can find out?

    yes you can make an accounnt say ur from UK, go on a UK proxy and sign up at www.paypal.co.uk
