Overclocking help

Well, lots of questions asked by me lately..
OK, I went to the BIOS and changed multiplier to 41 it's supposed to be 4.1 GHz but, when I go to Properties (right click my computer) it shows that my CPU is an i7 3770k 3.5GHz 4.1GHz.. is't 4.1 turbo? or is't 3.5 stock and I got it to 4.1?
When I check speccy it shows this:-

What's wrong with it? How can I get it to stay at 4.1?

 

Download CPU-Z (Google it) to check your real speed. Here is why:

 

I have it, it keeps changing from 1600-4100.. should I disable somethin'?

 

Enable high-performance as a power plan and tweak the following settings:



Also, disable turbo boost in BIOS if you're overclocking. There really is no point. And use Google before you ask questions. All of this information is readily available on the internet and if you won't look it up yourself, you'll never learn.

 

1.6GHz is idle, if the CPU is actually being used it goes up, you can change it but I don't think it's needed.
