happen to me before, just let it be and it will heal on its own. thats why i moved onto a body trimor i recently got. takes hair off in secounds and is pain free. you should consider investing in one if you shave below.

Why in the hell would you put anything cold there? Not because of it being your 'balls', but are you actually stupid enough to believe that it will 'slow' down the procces?

The only thing cold enough to slow blood down with be like -20 below, and nothing to keep you warm on...

For self or non-self infflicted wounds, it's HEAT... Take something really flaming burring steaming melt through your skin hot, and stick it on the wound, and it will close it.
