To gain vouches, you're going to have to do some successful trading.

 

Try doing some trades with you going first or not using a middleman on very trusted people.

 

I think you get banned or they are consdered legit vouches anymore, but try Skill training for free.

 

Try the Black Market, although Using Vouches as Currency is against the rules, I was warned this morning about that
