i found a credit card and what if i use it on paypal and send money over another account, do paypal have ip address recorded?

 

That my friend is credit card fraud. If the card doesn't belong to you, don't use it. Either way, you won't be able to use it because you need to get the verification code from your statement before it is activated on your paypal account.

You should probably be banned for even thinking of defrauding someone.

Using someone elses money without permission is very unethical.

first of all if i lost a credit card i would cancell it wich is probobly what the real owner did. also dont even try only bad things can happen from this

They obviously record IP's. If you were planning on doing any sort of credit card fraud: You will be caught and end up in jail.
