    Multiple accounts.
    Because he doesn't have any banned accounts, i'm not sure where i should post this.
    Could you please tell me where i can report these types of offences?

    Take a look at those two posts.
    Same skype, same IP Audit.
    I resolved his skype to this ip. 90.195.177.51
    Tried reverse ip to skype, and it only showed the one he has.

    So i can't find any scam reports, or banned accounts.
    But he does have two accounts, which is against the rules.

    Having multiple accounts is allowed, they just can't interact with each other.
