Looking for Web Dev

Looking for someone that can make me a webpage for a project I need completed.
The website does not need to be functional, I just need the HTML and CSS files to able to open it up from my desktop and turn it in.
some things that the page does require are:

HTML files do not include any code for styling, positioning, or layout purpose; instead, external CSS rules are used for appearance, aesthetics, styling, positioning, and layouts.
CSS Grid-layout module is used to create overall layouts of the pages
At least one usage of CSS Flex-box layout module is used to create a drop-down menu
Usage of at least two instances of JavaScript code to create user-interaction (mouse click, mouse over, touch, etc.) is implemented.
